2nd Assessment (Final)
Course Overview
The M5 2nd Assessment is the final assessment for learners completing their qualification for multi-phase traffic signal operations. This assessment is open to all learners who have successfully completed the T5 Classroom Course and M5 1st Assessment.
Duration: 1 day
Cost:
- 2nd Assessment: £285 (excluding VAT)
- Skills Upgrade (on completion of assessment): £95 (excluding VAT)
Prerequisite: Successful completion of T5 Classroom Course and M5 1st Assessment (minimum 2 weeks prior)
Assessment Overview
The 2nd Assessment is the final stage of the M5 qualification process. Learners are expected to demonstrate full competence and readiness to operate independently with multi-phase traffic signal installations.
2nd Assessment Components
1. Final Theoretical Assessment
Comprehensive test covering:
- Full understanding of multi-phase traffic signal principles and theory
- Signal phase design and timing calculations
- Health and safety requirements and legislation specific to signal operations
- Equipment selection, programming, and fault diagnosis
- Legal and compliance obligations
- Problem-solving and decision-making scenarios
- Incident management and emergency response procedures for signal-controlled sites
2. Final Practical Assessment
On-site demonstration of full competence, observed by an accredited assessor.
The candidate must:
- Independently set up, program, operate, and remove a multi-phase traffic signal installation
- Demonstrate confidence, efficiency, and accuracy throughout all tasks
- Complete a comprehensive risk assessment and implement all control measures without assistance
- Design and program appropriate signal phases and timings for various junction configurations
- Show effective leadership and communication with other operatives and supervisors
- Respond appropriately and decisively to simulated incidents or signal faults
- Demonstrate full awareness of site-specific hazards and implement appropriate mitigation
- Execute manual override and emergency procedures independently
- Complete all required documentation accurately and thoroughly
3. Final Portfolio Submission
Candidates must submit their completed portfolio of evidence, including:
- Photographic or video evidence of site work completed throughout the assessment period
- Completed risk assessments and site documentation from live signal installations
- Signal timing records and programming documentation
- Supervisor or assessor witness testimonies from both assessment stages
- Evidence of varied work scenarios and junction configurations
- Any additional supporting documentation
4. Final Logbook Review and Sign-Off
The assessor will conduct a final review of the candidate's logbook to confirm:
- Accurate and complete recording of all site experience with multi-phase signals
- Evidence of progression throughout the assessment period
- Supervisor sign-offs and comments for all stages
- Minimum experience requirements have been met
- Logbook is complete and ready for submission
5. Skills Upgrade
Upon successful completion of the 2nd Assessment:
- Learners will receive a skills upgrade
- This confirms full qualification for multi-phase traffic signal operations
- The skills upgrade is charged at £95 (excluding VAT)

- Effective communication and leadership with operatives, supervisors, and stakeholders
- Decisive incident response and emergency procedures for signal-controlled sites
- Accurate and complete logbook maintenance and documentation
- Independent execution of manual override and fault response procedures
- Readiness to operate multi-phase traffic signal installations
