2nd Assessment
Course Overview
The M1M2 RTMO 2nd Assessment is for learners continuing their journey to become a Registered Traffic Management Operative for single carriageway works up to 60mph. This assessment is open to all learners who have successfully completed the 1st Assessment.
Duration: 1 day
Cost: £195 (Ex VAT)
Prerequisite: Successful completion of M1M2 RTMO 1st Assessment (minimum 2 weeks prior)
Assessment Overview
The 2nd Assessment builds upon the knowledge and skills demonstrated in the 1st Assessment. Learners are expected to show continued competence and development in all areas of single carriageway traffic management up to 60mph.
2nd Assessment Components
1. Theoretical Review
Review and testing covering:
- Consolidation of principles from 1st Assessment
- Advanced application of traffic management principles for single carriageways up to 60mph
- Problem-solving scenarios
- Decision-making in varied site conditions
- Compliance and regulatory updates
2. Practical Assessment
On-site demonstration of competence, observed by an accredited assessor.
The candidate must:
- Correctly set out, maintain, and remove a temporary traffic management scheme on a single carriageway up to 60mph
- Demonstrate improved confidence and efficiency compared to 1st Assessment
- Complete a risk assessment and implement control measures without prompting
- Show effective communication with other operatives and supervisors
- Respond appropriately to simulated incidents or emergencies
- Demonstrate awareness of site-specific hazards and mitigation
3. Portfolio of Evidence
Candidates must submit additional portfolio evidence, including:
- Photographic or video evidence of site work completed since 1st Assessment
- Completed risk assessments and site documentation from live works
- Supervisor or assessor witness testimonies
- Logbook entries demonstrating ongoing development and experience
4. Logbook Review
The assessor will review the candidate's logbook to confirm:
- Accurate recording of site experience since 1st Assessment
- Evidence of varied work scenarios
- Supervisor sign-offs and comments
- Progression towards final assessment readiness

- Continued understanding of temporary traffic management principles for single carriageways up to 60mph
- Improved efficiency in setup, maintenance, and removal of traffic management schemes
- Confident use of signage, cones, barriers, and associated equipment
- Independent completion of risk assessments and implementation of control measures
- Effective communication with operatives, supervisors, and stakeholders
- Appropriate incident response and emergency procedures
- Accurate logbook maintenance and documentation
