NHSS 12D Course Pathway & Details
In partnership with KX Safety Limited (Lantra Training Provider No. 4871), the full suite of NHSS 12D training modules is delivered for temporary traffic management operatives, supervisors, and clients. All courses are designed to meet the requirements of Chapter 8, the Street Works Code of Practice, and UK highways regulations.
All courses are open to anyone wanting to start or progress a career in traffic management. Participants are referred to as learners throughout the training pathway.
Course Pathway & Order of Completion
TTMBC – Temporary Traffic Management Basic Course
Entry point for all new operatives
- Content: Health and safety, legal duties, basic traffic management principles, signage, hazard awareness
- Duration: 1 day (classroom)
- Assessment: Written and practical
- Outcome: Foundation for all further NHSS 12D modules. Learners receive a yellow sign-off sheet as evidence of course completion.
Airlock Gateperson Installer
Mandatory qualification immediately following TTMBC
- Content: Installation and management of airlock gates for site access control, safe operation and removal, communication protocols, incident reporting, record-keeping and digital compliance logs
- Duration: 1 day (classroom)
- Assessment: Written and practical
- Validity: 5 years from date of issue
- Outcome: Certified for airlock gate installation and site access control. Learners receive a yellow sign-off sheet as evidence of course completion. Must be completed before progressing to T1/T2.
12D T1/T2 – Static Works on Single/Dual Carriageways
For new operatives who have completed TTMBC and Airlock Gateperson Installer
- Content: Setting up and removing static TM on single (T1) and dual carriageways (T2), equipment, risk assessment, pedestrian safety
- Duration: 1 day (classroom)
- Assessment: Written and practical
- Outcome: Progression to on-site M1/M2 assessment. Learners receive a yellow sign-off sheet as evidence of course completion.
12D M1/M2 RTMO – On-Site Assessments for T1/T2
For operatives progressing from T1/T2
- Content: Demonstrate TM setup/removal on live sites for single carriageways up to 60mph
- Duration: 1 day per assessment (minimum 3 assessments required)
- Assessment: Minimum 3 on-site assessments (minimum 2-week intervals between each)
- Requirements: Logbook purchase required
- Outcome: Full operative status (M1/M2 RTMO), eligible for advanced modules. Learners are entered onto the national register of qualified traffic management operatives. Skills upgrade included upon completion of 3rd assessment.
12D M3 – Static Works on Low-Speed Dual Carriageways
For operatives with M1/M2
- Content: TM for dual carriageways up to 40mph, signage, safety, managing higher traffic volumes, lane closure procedures
- Duration: 1 day per assessment
- Assessment: T3 classroom course followed by 3 on-site assessments (minimum 2-week intervals between each)
- Outcome: Certified for dual carriageway TM up to 40mph. Skills upgrade included upon completion of 3rd assessment.
12D M4 – Convoy Working
For operatives with M1/M2
- Content: Planning and running convoy systems, queue management, safety at ≤10mph, equipment, compliance with Chapter 8
- Duration: 1 day (classroom)
- Assessment: 1 on-site assessment
- Outcome: Certified for convoy working
12D M5 – Multi-Phase Traffic Signals
For operatives with M1/M2
- Content: Installing/removing multi-phase signals, phasing, timing, fault-finding, pedestrian/cyclist safety
- Duration: 1 day per assessment
- Assessment: T5 classroom course followed by 2 on-site assessments (minimum 2-week intervals)
- Outcome: Certified for multi-phase traffic signal operations. Skills upgrade included upon completion of 2nd assessment.
12D M6 – Registered Lead Traffic Management Operative (RLTMO)
For experienced operatives with M1/M2
- Content: Supervising complex TM, incident management, site leadership, planning, team management, quality assurance, health and safety management, compliance
- Duration: 2 days (classroom)
- Assessment: Written and practical
- Outcome: Eligible to act as site lead (RLTMO). Registered as a Registered Lead Traffic Management Operative (Supervisor).
12D M7 – Client/Manager Training
For clients, managers, supervisors (no operative modules required) – Standalone qualification
- Content: Overview of NHSS 12D modules, legal framework, client/manager responsibilities, planning, risk assessment, documentation, quality assurance, auditing, incident investigation, communication, public and environmental safety
- Duration: 2 days (classroom)
- Assessment: Written/practical, sometimes portfolio-based
- Prerequisite: None – TTMBC, Airlock Gateperson Installer, T1/T2, M1/M2, M3, M4, M5, and M6 are not required
- Outcome: Certified to oversee, audit, and manage NHSS 12D TM operations as a client or manager (not operative status)

- Logbook purchase is required for M1/M2 assessment pathway
- Minimum 2-week intervals are required between on-site assessments
- Skills upgrade is included upon successful completion of final assessments for M1/M2, M3, and M5
- All certification records are maintained in digital training management systems and are subject to audit
- Refresher training is required before qualification expiry to maintain compliance
